Duke Nukem Navy Seals Weapon Patch Final Version 1.1 is for versions 1.3 and 1.4/1.5. There are two zip files available, navpatch.zip at 1.3MB for version 1.3 and nsatomic.zip at 1.5MB in size for version 1.4/1.5. They were both released on August 11, 1998.

Duke Nukem Navy Seals Weapon Patch Version 1.1 replaces all the original Duke HUD weapon ART but the weapon sprites are still the originals. There are new weapon sounds and some new weapon effects and ammo amounts.
